G20 Johannesburg Declaration Calls for Strong AI Oversight and Global Counter-Terrorism Cooperation

The 2025 G20 Summit in Johannesburg concluded with a declaration that places digital security and artificial intelligence (AI) governance at the forefront of its agenda. World leaders agreed that the rapid development of emerging technologies requires equally strong and coordinated global regulation to ensure safe and responsible innovation.

In the declaration, AI is described as a major driver of economic growth and technological progress, but also as a growing source of risk when used irresponsibly. Delegates expressed concern over the increasing spread of disinformation, deep-fake content, and online radicalization rooted in algorithm-driven systems.

To address these threats, G20 countries pledged to reinforce international cooperation in preventing the misuse of AI by terrorist networks and criminal groups. The document highlights how digital tools can amplify extremist messaging, facilitate recruitment, and streamline illegal fundraising across borders.

The summit also emphasized the importance of transparent algorithms, human oversight, and accountability in AI development. Leaders called on governments, technology companies, and researchers to adopt standards that prevent bias, manipulation, and harmful automation within digital ecosystems.

A key component of the declaration focuses on capacity-building for developing nations. The G20 underscored that AI innovation must not widen the global digital divide and urged investment in digital infrastructure, skills, and cybersecurity to ensure equitable participation in the AI era.

The declaration further acknowledged the role of professional media in countering disinformation and preserving public trust. It stressed the need to protect intellectual property in the digital environment, noting growing complaints over AI systems scraping news content without authorization.

The summit concluded with a commitment to develop a comprehensive framework on AI governance and digital security in the coming year. G20 members affirmed that technological progress, global security, and human rights must advance together to build a safe and inclusive digital future.
